四川600多家协会商会“脱钩” 开始清退办公用房公务员不能在行业协会商会里任职;领导干部原则上不再允许在行业协会商会担任职务;事业单位人员到行业协会商会兼职需审批,兼职不兼酬、不兼薪。2017年年底前,清理腾退行业协会商会占用的行政办公用房,过渡期后,各业务主管部门一并将多余的办公用房移交省机关事务管理局用于统筹安排。自2018年1月1日起,对未按要求清理腾退行政办公用房的全省性行业协会商会,将会以适当方式进行通报。日前,四川省机关事务管理局印发了《四川省全省性行业协会商会脱钩改革行政办公用房管理实施办法(试行)》,要求全省性行业协会商会在2017年年底前完成其使用的行政办公用房(含相应土地)清理腾退和移交,原则上办公场所独立。根据印发的《四川省行业协会商会与行政机关脱钩实施方案》(以下简称《方案》),脱钩的主体是各级行政机关与其主办、主管、联系、存在挂靠关系的行业协会商会。其他依照和参照公务员法管理的单位与其主办、主管、联系、存在挂靠关系的行业协会商会,参照方案。据悉,全省目前有600多家行业协会商会,首批62家全省性行业协会商会将于11月底前完成脱钩试点。一次清理公务员要全部退出行业协会商会《方案》明确,各级行政机关不得推荐、安排在职和退(离)休公务员(含参公人员)到行业协会商会任职兼职。现职和不担任现职但未办理退(离)休手续的党政领导干部及在职工作人员,不得在行业协会商会兼任职务。领导干部退(离)休三年内一般不能到行业协会商会兼职,个别确属工作特殊需要兼职的,应当按照干部管理权限审批;退(离)休三年后到行业协会商会兼职,须按干部管理权限审批或备案后方可兼职。事业单位(不含参公单位)领导及其工作人员到行业协会商会兼职需按权限审批,兼职不兼酬、不兼薪。对已在行业协会商会中任职、兼职的公务员,《方案》要求一次性清理。任职的在职公务员,脱钩后自愿选择去留:退出行业协会商会的,由所属行政机关安置;本人自愿继续留在行业协会商会的,退出公务员管理,不再保留公务员身份。在行业协会商会兼职的公务员,要限期辞去兼任职务。行业协会商会使用的事业编制,与行政机关脱钩后也要相应核销。在财权上,《方案》明确,行业协会商会应执行民间非营利组织会计制度,单独建账、独立核算。2018年起,取消行业协会商会的财政直接拨款。过渡期内根据脱钩年份,财政直接拨款额度逐年递减,但过渡期不得超过2017年底。资产分离明年年底前完成办公用房清退四川省机关事务管理局有关负责人表示,推进资产分离,有利于实现政社分开、权责明确、规范管理,有利于维护国有资产的安全完整。通过清退收回房屋,缓解行政办公用房不足的供需矛盾,减少在外租赁场地的消耗性支出,将节省的财政资金用于发展和改善民生。根据《方案》,此次办公用房清退范围包括省直各部门主办、主管、联系和挂靠的,纳入行业协会商会与行政机关脱钩改革的全省性行业协会商会使用的由财政性资金形成的,或者通过接收、划拨等方式获得的行政办公用房及其相应的土地,但不包括行业协会商会利用自有资金建设、购置或者租用的办公用房。该负责人表示,关键点在于是否使用了行政办公用房,包括单独使用和合署办公使用两种情况。清理腾退工作的过渡期设定为2017年年底前。过渡期内行业协会商会清退的行政办公用房,暂由各业务主管部门统一管理并建立台账。过渡期后,各业务主管部门一并将多余的办公用房移交省机关事务管理局用于统筹安排。此外,挂靠在全省性协会商会的分支机构以外的其他机构及企业占用的行政办公用房不设过渡期,清理腾退工作在文件印发后3个月以内完成。逐步脱钩过渡期内使用办公用房需缴费四川省机关事务管理局有关负责人表示,在这次脱钩改革中,清理腾退办公用房是难度最大的工作之一。四川通过设定过渡期,实行清理腾退与有偿使用相结合,分阶段、分情况、分方式逐步实现办公场所独立。同时,选定了62家兼顾不同行业、部门和类型的行业协会商会开展试点,在今年11月底前完成脱钩试点。该负责人表示,过渡期内,行业协会商会需继续使用行政办公用房的,由各业务主管部门参照《党政机关办公用房建设标准》,按市级机关局(处)级单位标准核定面积,但须足额缴纳各项物业管理费用。缴纳的房屋租金和各项费用,由各业务主管部门负责收取。若过渡期内,行业协会商会新建、购置办公用房或租用社会房屋,投用后3个月内要清理腾退使用的行政办公用房。对于脱钩改革中清退的行政办公用房,省机关事务管理局将认真做好清理整治后的资源利用工作,加强办公用房统筹调剂,建立台账,优化布局,盘活存量,弥补缺口,最大化满足省直机关办公需求。此外,民政、财政、审计、机关事务等部门将加强对协会商会涉房问题的监督检查。自2018年1月1日起,对未按要求清理腾退行政办公用房的全省性行业协会商会,将会以适当方式进行通报。成都商报记者 韩利编者注:该视频与原文无关,仅供扩展阅读 海淀区拆除清缘商厦460间群租房 清退租住人员800余人相关的主题文章:
